Ms Virginia Choi Wai-kam, JP

Virginia Choi is Managing Consultant and Country Manager of Tamty McGill Consultants International Limited. As a seasoned HR veteran, she has over three decades of experience in training, consultancy and human capital development, with an illustrious career at reputable local and multinational organisations in the healthcare, retail and finance sectors. In her past tenure as Chairman of the HKSAR Government’s Pay Trend Survey Committee and a part-time member of the Central Policy Unit, she played a pivotal role in the formulation of policies related to manpower resources development in Hong Kong. Her commitment to public and community service is evident in her tireless contribution to a multitude of government agencies
and statutory bodies over the years, such as the Standing Commission on Civil Service Salaries and Conditions of Service, Public Service Commission, Equal Opportunities Commission, Personal Data (Privacy) Advisory Committee, Manpower Development Committee of the Education Bureau, Hong Kong Housing Authority, and Employees Retraining Board, to name but a few. She has also been instrumental in promoting the profession of human capital management and was President of the HKIHRM from 2001 to 2005, the first female to hold the position in an era when women leadership was less prevalent. With an unrivalled passion for helping the younger generation to flourish and attain their maximum potential, she has been actively involved in different capacities in a number of local universities and was awarded an Honorary Fellowship of The Open University of Hong Kong.

In October 2017, HK Express faced a critical operation disruption and received public criticism for causing travel chaos with unexpected flight cancellations. The company has undergone a six-month consolidation period upon requirement by the Civil Aviation Department (CAD). Throughout this duration, with ensuring a safe and stable operation as the priority, its HR unit worked with other departments, management team to initiate and implement a Change Project to strengthen the airline’s core business pillars of manpower planning, employee relations and enterprise risk management.

To strengthen the safety culture and elevate the safety performance, the VR Safety Mindset Training was introduced in 2018. With the use of VR technology, the company improved employee engagement and heightened their interest in learning.

“Management Staff Development Program (MSDP)”


Fu Hong Society has been serving persons with disabilities in Hong Kong since 1977. It employs about 1,200 staff members and regularly serves about 4,000 users in over 40 service units in the city. In responding to the retirement tide of the management staff, the Society launched two rounds of MSDP in 2016 and 2018 respectively. More than 40 high performing professional staff members were equipped with management competence in an 18-month well-structured training programme.
